Many leaders already know what needs to be said or done.
The friction begins when a second decision gets attached to the first:
Will they like it?
Will they resist?
What if they leave?
Who am I to ask for this?
How will this make me look?
That internal negotiation consumes energy before the leader ever takes action. The result may still be effective, but it is rarely sustainable.
A question to carry forward
What are you negotiating that you have already decided?
Look beneath the delayed conversation, rewritten message, or repeated mental rehearsal.
What are you afraid will happen?
What are you trying to control?
What authority are you asking someone else to validate?
Naming the tension does not remove your humanity. It allows you to lead without making the tension responsible for the decision.
